I. EXECUTIVE SUMMARY

Recognizing the critical economic crisis imminently threatens economic
survival of the poor of the poorest countries, UN Millennium Development
Goal of Summit Conference of -2000 campaign warns that developing
countries will be forced to cut-down desperately-needed expenditures for
the poor. The on going economic crisis is likely to bring the economic of
many developing countries to the brink of collapse and threaten the very
survival of their citizen. According to the African Development Bank
Democratic Republic of Congo and Kenya, could run out of foreign funds
reserve to purchase basic human needs necessary for the survival of the poor
nations in matter of weeks.
All over Africa and Asia, government might have no option, but to cut
expenditures which the poor needed to survive. We know that finding
of the financial resources is possible if the political will is there. Could only
be measured in heart of the G-8 fortunate nation, must not turn their back on
the world's most vulnerable in (L'Aquila) the poor of the poorest countries on
the planet earth. These financial sources must be additional to existing
commitments and must not come with condition which hamper effectiveness
or increase financial indebtedness.
Our proposal is to improve the quality of aid, confirmation by earmarking
aid runs counter to the agreed aid effectiveness agenda; donors should be
aligning their aids with the developing countries priorities and programs.
The majority of poorest of the world's poor are living in rural areas and
dependent on agriculture products they produce. Rich countries continue to
spend exorbitant amounts of money to subsidize the agricultural products of
their own farmers, at the expense of the farmers in poor countries with no other
means of subsistence. We must stop this practices. "It's a sin, when the world
leaders broken a promise. It is nothing short of a crime, when a government
break a promise to the poorest of the people on the planet earth. "This practices
will put the global economic recovery out of balance.

C). Eternal Deposit, with 4 % per annual interest to be implemented by
C3-AM-01 to be remitted, as record, in the bank of ASBLP only to the registered
Members of the ASBLP Group of Companies and Banks of ASBLP as shown
herewith; PH/$ 10,000,000 or US$ 20,000.000 for all registered officers
PH/$ 1,000.000.000 to PH/US$ 2,000.000.000 for all registered members
and officers registered Live Birth certificate at the Census office elsewhere in

2). Scholarship Assistance, that intended for the following Scholar
Beneficiaries from primary, Collegiate/ University Scholar Level. A 100%

entry examination and 80% to 70% per standard entry examination.
3). Health Care Reform Assistance, a free for all beneficiaries from
Infants to Seniors and all the Filipinos registered members with Live Birth
Certificate at the Census Offices elsewhere in the Philippine Island only are
Qualified to receive a Government Health Care Assistance.
4). Annuity Assistance, for all retired seniors working at the age of
55 years old and for all registered mother and Child or Children
registered at the Census Office, elsewhere in the Philippine Islands.
B. National Economic Development

physically, sexually abused in Japan, Middle East, Hong Kong, Singapore and in the USA
exploited under the marriage insurance scams of the American-Jews. Our government
authorities can not protect them because of our present financial and economic
conditions that driven our people to this predicament.
Only the few corrupt and dishonest business operators and government officials are
benefiting, leading the country's financial comfort. The blood money of the three
(3) million (OFW) Overseas Foreign Workers remitted to the Philippines for the their
family's basic livelihood for foods, clothing's, house, shelters and education of their
children paid to the catholic school, colleges and universities are collectively send to
Vatican Church tax free , two times in a year. Therefore the Philippines financial
situation is always drained and start from nothing each and every year.
This cycle has been happening for hundreds of years. This problem is no longer
